Do you scrub the tint off the arm after a PICC/CVC? & trouble with 3 M PICC/CVC securement

Question:   Do you scrub the tint off the arm post PICC/CVC placement?    I have always cleaned any blood residue with a new chloraprep pad before I place the dressing.  But I just trialed the new 3M PICC/CVC securement device.  It looks very promising with the silicone tape device with one problem.  It would not stay on the arm after I placed it.  It is said to be repositionable after placement unlike the statlock.  I placed it and before I could get the remainder of the dressing placed, half of it popped off.  The only thing I could figure out was that the tint had adhered to the device and it would not stick enough again.  The tint was gone where the device was placed.  I had to switch back to the statlock.  Has anyone else used the device?  Or am I the only one that does not clean the tint completely?

Sterile dressings must go on clean, dry skin to properly adhere.  Ensure you chg prep an area of skin larger than the dressing, let dry completly.  Repeat with skin protectant and let dry completly.
